The Confederation of Indian Industry (CII) has proposed a comprehensive framework for a National Global Capability Centres (GCC) Policy, aimed at positioning India as the global hub for innovation-driven GCCs. This strategic initiative is expected to significantly contribute to the country’s economic growth, generate millions of employment opportunities, and reinforce India’s leadership in the technology and services sector.
Transforming India into a Global Innovation Hub
The proposed policy framework focuses on enhancing India’s competitiveness as a destination for GCCs, which are pivotal in providing advanced services such as software development, data analytics, research & development, digital transformation, and more. CII’s recommendation emphasizes the need to build a conducive ecosystem that drives innovation, attracts global investments, and enables cutting-edge capabilities.
Key Objectives of the National GCC Policy
- Massive Job Creation: The framework projects the creation of 20–25 million new jobs, significantly contributing to employment generation across various skill levels in technology, management, and operations.
- Economic Impact: The policy aims to contribute up to USD 600 billion in economic output by strengthening GCCs as strategic innovation engines for global businesses.
- Global Headquarters Positioning: India will be positioned as a preferred destination for global corporations to establish their GCCs, providing end-to-end services that go beyond traditional operations into strategic and high-value work
Key Pillars of the Framework
- Innovation-Driven Growth: Encouraging GCCs to focus on R&D, artificial intelligence, machine learning, automation, and advanced analytics.
- Talent Development & Upskilling: Investing in skill development programs and reskilling initiatives to align workforce capabilities with emerging industry needs.
- Investment Incentives: Providing targeted fiscal and policy incentives to promote the establishment and expansion of GCCs in India.
- Ease of Doing Business: Streamlining regulatory frameworks, reducing compliance burdens, and enhancing digital infrastructure for seamless operations.
- Collaboration with Academia and Startups: Fostering partnerships between GCCs, educational institutions, and startups to drive innovation ecosystems.
Strategic Importance of GCCs for India
Global Capability Centres have evolved beyond traditional back-office functions to become centers of strategic importance for global enterprises. By advancing the GCC model, India is poised to unlock significant economic potential and establish itself as a global leader in providing high-value services and innovative solutions.
Way Forward
The CII urges the Government of India to adopt this policy framework in collaboration with industry stakeholders to create a favorable environment that attracts global GCC investments. The framework aligns with India’s broader vision of economic self-reliance and global leadership in innovation.
