Kerala Government to Release Global Capability Centre (GCC) Policy to Boost Jobs and Investments

The Kerala government is set to release a comprehensive Global Capability Centre (GCC) policy this year aimed at leveraging the State’s GCC potential at the international level, said Chief Minister Pinarayi Vijayan. The policy is expected to attract companies seeking to establish GCCs while creating significant employment opportunities in the State
Incentives and Support for GCCs
The government plans to provide incentives to companies that establish GCCs in Kerala, along with a single-window system to streamline permits and provide essential facilities from inauguration to commencement of operations.  Currently, Kerala hosts 40 GCCs, with plans to expand this number to 120 by 2030, generating employment for 200,000 people, up from the current 40,000 jobs. The government is inviting global industry leaders to explore Kerala’s world-class infrastructure, IT parks, and living conditions. 
Infrastructure and Innovation Ecosystem
IT Secretary Seeram Sambasiva Rao highlighted Kerala’s robust infrastructure, including national highways, Vizhinjam port, coastal and hill highways, and canal transport. He described the GCC sector as the “driving force” behind the State’s vibrant economy. Rao also stressed the importance of controlled urbanisation for sustainable IT growth. 
Focus on Talent and Technology

S.D. Shibulal, Vice Chairman of Kerala’s IT high-powered committee, emphasized the State’s commitment to harnessing talent and capability, citing initiatives such as Research Cluster, GPU Cluster, and Kerala AI for Government Services. 

Company leaders at the roundtable stressed the need to bring women into leadership positions in the GCC and IT sector and to identify strategic areas for GCC development. 

Special Teams for GCC Development

Details of the draft GCC policy were presented by Infopark CEO Susanth Kurunthil, who announced that special teams will be established at Technopark, Thiruvananthapuram, and Infopark, Kochi, to provide focused support to GCCs and streamline operations for global enterprises. 

Technopark CEO Sanjeev Nair and Kerala Startup Mission CEO Anoop Ambika also participated in the discussion, highlighting Kerala’s readiness to attract GCC investments.

With robust policy support, strategic infrastructure, a skilled talent pool, and initiatives for innovation, Kerala is positioning itself as a leading global GCC hub. The upcoming policy is expected to accelerate investment, enhance employment opportunities, and strengthen the State’s role in India’s IT and innovation landscape.
