The policy is strategically designed to attract Fortune 500 companies and boost foreign direct investments (FDI). By creating a favorable environment for global corporations, the Yogi Adityanath-led government aims to accelerate economic growth and move closer to its vision of making Uttar Pradesh a $1 trillion economy
Clear Classification of GCCs
The policy outlines specific criteria for setting up two categories of GCCs:
- Level-1 GCCs:
- Outside Gautam Buddha Nagar & Ghaziabad: ₹15 crore investment or 500 employees
- Within Gautam Buddha Nagar & Ghaziabad: ₹20 crore investment
- Advanced GCCs:
- Outside key districts: ₹50 crore investment & 1,000 employees
- Within Gautam Buddha Nagar & Ghaziabad: ₹75 crore investment & 1,000 employees
This classification allows both large and mid-sized enterprises to participate in the digital growth story of the state
Robust Incentive Structure
To win investor confidence and reduce setup costs, the government has rolled out attractive incentives, including:
- 30–50% subsidy on land costs
- 100% stamp duty exemption
- Capital subsidies:
- ₹10 crore for Level-1 GCCs
- ₹25 crore for Advanced GCCs
- SGST reimbursement
- 5% interest subsidy
- Operational subsidies:
- Up to ₹40 crore (Level-1)
- Up to ₹80 crore (Advanced)
- Payroll support: Up to ₹1.8 lakh per employee
Special customised packages will also be available for Fortune 500 companies, India’s top 500 corporates, and firms with FDI exceeding ₹100 crore.
Boosting Startups and Innovation
Beyond large corporations, the policy also supports startups and R&D initiatives:
- 50% cost reimbursement for startup ideation (up to ₹2 crore)
- IPR subsidies between ₹5–10 lakh for patent filings
- Grants up to ₹10 crore for establishing Centres of Excellence
These measures aim to position Uttar Pradesh not only as a back-office hub but also as a center of innovation and entrepreneurship

Union Minister for Electronics and IT Ashwini Vaishnaw praised the initiative, calling it a critical step in building a pan-India semiconductor and tech ecosystem. The policy aligns with national goals to harness India’s rich talent pool and expand digital infrastructure beyond metro cities
