The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, has approved the Standard Operating Procedure-2025 (SOP-2025) for the effective implementation of the Uttar Pradesh Global Capability Centre (GCC) Policy-2024.
Objective of the SOP
The approval of SOP-2025 is expected to provide fresh momentum to global investments, high-end services, and large-scale employment generation across the state. The SOP lays down a structured framework to operationalise the GCC Policy-2024.
Nodal Agency and Validity
Under the newly approved SOP, Invest UP has been designated as the nodal agency responsible for overseeing and executing the GCC policy.
The SOP will be effective from the date the GCC Policy-2024 was promulgated and will remain in force until amended or withdrawn by the state government.
Investment Climate and Industry Response
Industrial Development Minister Nand Gopal Gupta Nandi highlighted the improving investment environment in Uttar Pradesh. He stated that several industrial houses and multinational companies are actively engaging for potential investments.
According to him, 21 companies have initiated investments in Global Capability Centres during the current financial year, indicating early traction for the policy.
Definition and Scope of GCCs
Under the policy, Global Capability Centres are defined as captive units established by Indian or foreign companies. These centres will focus on strategic and high-value functions, including:
- Information Technology
- Research and Development
- Finance
- Human Resources
- Design
- Engineering
- Analytics
- Knowledge Services
Financial Incentives Framework
The SOP introduces a comprehensive set of financial incentives to attract GCC investments, including:
- Upfront land subsidies
- Stamp duty exemptions or reimbursements
- Capital subsidies
- Interest subsidies
- Operating expense subsidies
- Payroll and recruitment subsidies
- Reimbursement of Employees’ Provident Fund (EPF) contributions
- Talent development and skill incentives
- Research and innovation support
- Special incentives assessed on a case-by-case basis
Non-Financial Support Measures
In addition to financial incentives, GCC units will receive:
- Technical support
- Industry linkages
- Regulatory guidance
- Faster application processing
- Streamlined approval and incentive disbursement mechanisms
All incentives under the state initiative will be provided in addition to benefits available under central government schemes or policies.
Legal and Administrative Provisions
The SOP specifies that legal jurisdiction for disputes related to the policy will lie with courts in Lucknow. Incentive disbursements will follow existing finance department rules and applicable government orders.
Strategic Significance
The decision is viewed as a significant step by the CM Yogi Adityanath-led government to position Uttar Pradesh as a global services hub. The effective rollout of the GCC policy is expected to attract high-skill investments and create substantial employment opportunities for the state’s youth.
