The policy is designed to reduce regional disparities, foster innovation, and enhance employment across the state
Bridging the Regional Investment Gap
While Noida and NCR have already emerged as attractive locations for GCCs—with companies like Samsung and Adobe making major investments—other regions of UP have lagged in this progress. The newly launched GCC policy seeks to correct this imbalance by encouraging companies to establish operations in developing cities throughout the state
Key Focus Areas
The policy will strengthen the ecosystem in key sectors such as:
- Software and technology
- Banking, Financial Services and Insurance (BFSI)
- Telecom and networking
- Semiconductors
- Analytics, data management, and R&D
Generous Financial Incentives
To attract global firms, the policy offers a host of financial benefits:
- Land Subsidy: Up to 50% for setting up GCC facilities
- Stamp Duty Exemption: 100% waiver on land, office space, and buildings
- Capital Subsidy: Up to 25% of the total investment
- Operational Reimbursement: Annual reimbursement of up to ₹20 crore for employee salaries and operational costs
- Skill Development and IPR Subsidies: Financial aid for employee training and patent/IPR activities
- Custom Subsidies: Additional case-specific financial support as required
Non-Financial Support
The policy also includes a robust set of non-financial enablers:
- 24x7 Operations: Permission for round-the-clock functioning
- Regulatory Exemptions: Relaxation of norms under specific laws such as pollution control.
- Dedicated Technical Support Group: To assist companies in regulatory compliance, policy advocacy, and business operations
- Academic-Industry Collaboration: Partnerships with local institutions, incubators, and centres of excellence for talent acquisition and collaborative R&D
Hub-and-Spoke Model
The strategy is built on a hub-and-spoke model, promoting:
- Global hubs
- Satellite offices
- Outsourcing centres
- Outpost or cluster offices
This model allows distributed but interconnected GCC infrastructure across the state, facilitating inclusive growth.
