The Maharashtra state government has announced a new industrial, investment, and services policy aimed at positioning Pune as a major centre of economic development. The policy outlines focused initiatives to strengthen Pune’s role in defence manufacturing, Global Capability Centres (GCCs), industrial testing infrastructure, and innovation-led growth.
Boost to Defence Manufacturing in Pune
As part of the new policy, Pune will play a key role in strengthening the aerospace and defence manufacturing ecosystem in the state. A dedicated defence corridor covering Pune, Ahilyanagar, and Chhatrapati Sambhajinagar will be developed.
In addition to this, two other defence corridors have been announced covering Nagpur, Wardha, Amravati, Savner, Nashik, and Dhule. These corridors have been selected due to their proximity to airports, ports, and critical infrastructure networks, which will help accelerate aerospace and defence manufacturing activities across Maharashtra.
Strengthening Industrial Testing and Certification
Pune’s strong manufacturing base, which includes several national and international companies, will be further supported through the establishment of NABL-accredited testing and quality certification laboratories.
These laboratories will be set up in major export clusters across the state, with Pune selected as one of the key locations. The initiative is expected to reduce product testing timelines and improve efficiency for manufacturing industries operating in the region.
Pune as a Global Capability Centres (GCC) Hub
The policy highlights the growing presence of multinational companies establishing Global Capability Centres (GCCs) in Pune in recent years. To strengthen this momentum, the government aims to position Maharashtra as a leading international GCC destination.
Under this initiative, Mumbai and Pune will be promoted as GCC hubs. Support measures include:
- Wage subsidies
- Tax concessions
- Research and development support
- Tax deductions
- Incentives for capital investment
These measures are intended to support the continued expansion of the GCC ecosystem in Pune in the coming years.
Innovation and Incubation Hub Initiative
To enhance the state’s global standing in innovation and entrepreneurship, an Innovation and Incubation Hub will be established on approximately 100 acres in the Pune metropolitan region or Navi Mumbai.
The hub will support startups, incubators, accelerators, and R&D centres across key sectors such as:
- Artificial intelligence (AI)
- Blockchain
- Biotechnology
- Green energy
- Smart manufacturing
The facility will include innovation laboratories, technology parks, and collaborative office spaces.
Industry Perspective
Prashant Girbane, Director General of the Mahratta Chamber of Commerce, Industries and Agriculture (MCCIA), stated that initiatives such as the defence corridor, NABL-accredited laboratories, and the GCC hub will significantly strengthen the industrial ecosystem in the Pune region. He noted that these steps will increase technology adoption and reinforce Pune’s identity as a global hub for defence, innovation, and GCCs.
