The Government of Maharashtra has launched the Maharashtra Global Capability Centres Policy 2025, a forward-looking initiative designed to make the state India’s top destination for multinational GCCs. Valid till FY 2029–30, the policy focuses on innovation, talent, green infrastructure, and ease of doing business to attract high-value global operations.

- Attract 400 new GCCs and create 400,000 skilled jobs.
- Expand beyond traditional IT/ITES into deep tech, aerospace, green energy, logistics, defence, and advanced R&D.
- Build a multi-city GCC ecosystem anchored by Mumbai, Pune, Nagpur, Nashik, and Chhatrapati Sambhajinagar.
2. Infrastructure & Cluster Development
- Develop world-class GCC Parks in Mumbai and Pune with AI-enabled buildings, plug-and-play workspaces, and flexible leasing.
- Expand GCC parks to Tier-2/3 cities for balanced regional growth.
- Launch sector-focused innovation clusters like the MedTech Zone and Innovation City.
3. Research & Innovation Boost
- Drive academia–industry collaboration through sponsored fellowships, innovation challenges, sandboxes, and rapid prototyping environments.
- Create GCC Growth Zones equipped with shared R&D infrastructure for faster validation and development.
4. Talent Pipeline Development
- Introduce employer-led training programs and industry-aligned university curricula.
- Offer executive upskilling in AI, data analytics, and digital technologies.
- Establish a GCC Talent Council to bridge the skills gap and build future-ready talent.
5. Green GCC Framework
- Mandate IGBC/LEED compliance for all new GCCs.
- Promote renewable energy, AI-driven power optimisation, smart grids, and EV-friendly campuses.
- Develop a Green Business District inside GCC Parks for sustainable, walk-to-work environments.
6. Attractive Incentives & Subsidies
- Capital subsidy up to 20%, with higher limits for large, mega, and ultra-mega GCCs.
- Payroll support:
- Stamp duty waivers, property tax exemptions, and patent filing reimbursements.
- Reserved land allocations through MIDC for high-growth GCC units.
7. Regulatory & Ease-of-Business Boost
- GCCs receive Industry Status for 24x7 operations.
- Single-window approvals via the MAITRI portal, with self-certification for key compliances.
- Creation of a digital repository of available commercial spaces and upcoming developments.
8. Governance & International Outreach
- Formation of the Maharashtra GCC Growth Council to drive global outreach, oversee talent initiatives, and align strategic priorities.
- A dedicated GCC Facilitation Cell will support companies through setup, scaling, and regulatory processes.
