In a significant move towards digital transformation, the Government of Maharashtra (GoM) has signed a Memorandum of Understanding (MoU) with Microsoft to set up three Artificial Intelligence (AI) Centres of Excellence in Nagpur, Mumbai, and Pune. These AI hubs will focus on governance, law enforcement, and forensic research, reinforcing Maharashtra’s commitment to leveraging cutting-edge technology for public service
Enhancing Governance Through AI
The collaboration aims to improve transparency, efficiency, and digitalization within government operations. Microsoft’s MS Learn platform will provide AI training and certification for government employees, ensuring that officials are equipped with the latest technological skills. AI-driven innovations will streamline administrative processes, reduce corruption, and enhance citizen services
Strategic AI Hubs and Their Specializations
Each of the three AI Centres of Excellence will have a dedicated focus area:
- Nagpur – MARVEL Centre: AI-driven law enforcement, anti-corruption initiatives, and regulatory oversight
- Mumbai – Geospatial Analytics Centre: Utilizing satellite imagery and GIS technology for disaster management and urban planning
- Pune – Forensic Research & AI Centre: Advancing forensic investigations through AI-powered analytics and automation
Chief Minister’s Vision for AI-Powered Governance
Maharashtra Chief Minister Devendra Fadnavis highlighted the transformative impact of AI in governance, stating, “This partnership strengthens our vision of ‘Digital India, Self-Reliant Maharashtra.’ With AI, governance will become more effective, citizen-friendly, and transparent.” The initiative aligns with the state’s broader goal of integrating technology for better governance and public welfare.
Microsoft Copilot and AI Governance Committee
The partnership will also leverage Microsoft Copilot to streamline bureaucratic processes, enabling faster decision-making and improved service delivery. To ensure effective implementation, a high-powered AI governance committee will oversee the integration and operational success of these AI centers

This initiative positions Maharashtra as a leader in AI-driven governance, setting a precedent for other states in India.
