Kerala’s Tech Leap: Targeting 5 Lakh IT Jobs and 120 GCCs by 2031

Kerala is setting an ambitious roadmap to strengthen its position in India’s digital economy, with a vision to create 5 lakh new IT jobs by 2031 and capture 10% of the national IT market share. The announcement was made by Chief Minister Pinarayi Vijayan during the ReCode Kerala 2025 IT Seminar, where the state unveiled a draft Vision Document focused on emerging technologies and sustainable infrastructure growth.
Expanding IT and GCC Footprint
A key component of this strategy is the expansion of Global Capability Centres (GCCs) across the state. Kerala aims to host 120 GCCs by 2031, reinforcing its growing role as an innovation-driven destination for global enterprises. The move aligns with India’s broader GCC growth, where multinational corporations are increasingly turning to Tier-II cities for high-value digital operations.  
Sustainable Infrastructure Through Land Pooling
To support its IT growth, the Kerala government plans to adopt a land-pooling model—a sustainable approach that balances infrastructure expansion with environmental preservation. This model will enable the development of new IT parks, data centres, and digital campuses while ensuring community participation and equitable growth.
Innovation-Led Development
Kerala is also doubling down on innovation through initiatives such as the upcoming Kerala Future Technology Mission, which will drive advancements in semiconductors, AI, and emerging technologies. Over the past two years, Kerala’s startup ecosystem has grown by 254%, signaling strong investor confidence and entrepreneurial momentum.
Government and Industry Alignment
Commenting on the state’s digital ambitions, Chief Minister Pinarayi Vijayan emphasized that the government’s proactive policies, skilled workforce, and sustainable development approach position Kerala as a key contributor to India’s tech transformation.
The government’s collaborative approach between industry, academia, and public institutions is expected to accelerate innovation and create high-quality employment opportunities for youth.
Strengthening Kerala’s Digital Future
With a focus on sustainability, inclusivity, and innovation, Kerala’s tech vision represents a holistic approach to digital progress. By combining infrastructure expansion with talent development and startup support, the state aims to become a top IT and GCC hub in southern India, contributing meaningfully to the nation’s digital growth story.
