Gujarat Unveils Policy to Attract Global Capability Centres with ₹10,000 Crore Investment Goal

On February 11, 2025, Gujarat Chief Minister Bhupendra Patel introduced the ‘Gujarat Global Capability Centre Policy for 2025-30’ at GIFT City in Gandhinagar. This initiative aims to establish Gujarat as a premier hub for Global Capability Centres (GCCs) by attracting investments totaling ₹10,000 crore over the next five years.
Policy Objectives and Incentives
The policy seeks to attract at least 250 new GCC units, generating approximately 50,000 jobs. GCCs provide services such as IT, finance, and human resources to their parent companies, managing global functions and driving innovation. To encourage companies to set up GCCs in Gujarat, the policy offers various incentives, including:
Up to ₹50 crore for units with a Gross Fixed Capital Investment (GFCI) of less than ₹250 crore, and up to ₹200 crore for units with a GFCI exceeding ₹250 crore.
Up to ₹20 crore for units with a GFCI below ₹250 crore, and up to ₹40 crore for those above this threshold.
One-time support for new local employees retained for at least one year, covering 50% of one month’s Cost to Company (CTC), with a maximum of ₹50,000 for male and ₹60,000 for female employees
100% reimbursement of the employer’s statutory contribution under the Employees’ Provident Fund for female employees and 75% for male employees, both for a duration of five years.
A 7% subsidy on term loans, capped at ₹1 crore per annum for five years.
100% exemption from electricity duty for five years. Chief Minister Patel emphasized the state’s commitment to promoting innovation and digital transformation, positioning Gujarat as a preferred destination for GCCs.

This policy underscores Gujarat’s strategic efforts to attract multinational corporations by offering a conducive environment for their global operations.
